Logistics informatization solves standard problems first

informatization is the foundation of modern logistics. Relying on the support of logistics information system, commodity circulation can not only reduce inventory and improve efficiency, but also realize whole process monitoring and visual management, providing conditions for the innovation of circulation mode. However, the lag of the standardization system construction of logistics information has affected the process of logistics informatization and the development of modern logistics

standardization should consider the enterprise level, industry level and social level

the restriction of lagging standardization on logistics informatization is manifested in many aspects, which can be divided into three levels:

first, the informatization standard of enterprise level. It is mainly reflected in the nonstandard structure, function and development tools of the enterprise information system, the lack of guidance of the standard system, the low-level repetition of developers' investment, the small market, and customers' reluctance to use, resulting in the high cost of enterprise informatization and slow progress

the second is the informatization standard of the industry level. For example, due to the non-uniform format of electronic documents and certification standards, the information between enterprises cannot be effectively communicated and needs to be repeatedly transformed and certified, which is costly, inefficient and unsafe

the third is the basic informatization standards at the social level. With the process of global economic integration, such social standards are often international standards. For example, due to the lag of basic standards and the inconsistency of commodity coding and wireless communication frequency, advanced technologies such as RFID are difficult to be applied and popularized quickly

EDI (Electronic Data Interchange) system has solved the above problems in a package, which is not particularly complicated technically. It mainly adopts the closed special system method to solve the unity of the three-level standard system. However, the high cost has affected the application and promotion of EDI

in the Internet era, EDI has moved from a closed system model to an open system model, which greatly reduces the application cost of information technology, but increases the difficulty in the construction of a standardized system. Today, when we discuss the standard of logistics informatization, we must consider the contradictions at the above three levels

the standardization problem at the social level is more prominent

It is relatively easy to standardize the structure of enterprise information system, and some achievements have been made. For example, the service-oriented architecture (SOA) launched by IBM and the middleware launched by some companies have initially formed the market standard of development tools. Some enterprises are also exploring standardized tools for logistics business models, that is, summarizing more than 80% of logistics business processes through relatively standardized structural models, so as to reduce the cost of enterprise demand analysis and system development

the structure of enterprise information system is developing towards a relatively standardized direction, which provides favorable conditions for interconnection between enterprises. However, as the documents and certification standards have not been unified, the progress of industry informatization has been hindered. At present, there are some public platforms for logistics information, such as communication platforms that provide communication services, data platforms that provide data conversion, technical platforms that provide GPS positioning services, content service platforms that provide information services for logistics supply and demand resources, and so on. These platforms are actually standard systems within a certain range

because the scale of Chinese enterprises is not large enough, it is also difficult to rely on enterprise standards as the basis of industry standards. Promoting industry information standardization should rely more on the government. In the process of logistics, government supervision and services play an important role, such as customs clearance, commodity inspection, taxation, etc. have their own e-government platforms, but the document standards are not unified, the data interface standards are not open, the clamps used for special samples (finished products and semi-finished products) and the certification system are relatively closed, so the enterprise's information system is at a loss, and it can't be integrated if it wants to. Therefore, the integration and unification of information platforms of relevant government departments is an important basis for promoting the standardization of information in the logistics industry

as for social (even international) standards such as basic coding and communication frequency, it is even more difficult. The most prominent problem hindering RFI asset management department from supervising the application of D technology is the standard system at this level. What is involved here is not only the technicality of the standard itself, but also the strategy of the standard, that is, how to determine these underlying standard systems according to the national economic security and intellectual property strategy

participate in the formulation of basic logistics standards as soon as possible

so far, we have no clear answer in the underlying standard system. At present, there is no fully mature standard system in the world, and China's international trade scale has ranked third. As a large logistics country, China should participate in the formulation of the rules of the game. Therefore, it is very urgent to determine China's basic standard strategy

last year, nine ministries and commissions including the national development and Reform Commission jointly issued the "opinions on promoting the development of China's modern logistics industry", which made it clear that logistics standardization is a basic construction and should be included in the scope of national key support. In the first half of this year, the state will also hold the first national logistics work conference to arrange and implement the spirit of the documents of the nine ministries and commissions

at the same time, the Ministry of science and technology, the Ministry of information industry and other relevant government agencies have increased the content of logistics information standardization in the eleventh five year plan. The relevant agencies of the Ministry of Commerce and the General Administration of customs have begun to cooperate to establish a mechanism for sharing documents and certification information. The Ministry of transport has focused on three major platforms: Joint charging, safety monitoring (construction quality and safety monitoring and water transportation safety monitoring) and public information services

in these measures, we can see that informatization is closely combined with standardization, integrating and transforming business processes with standardized requirements, solidifying new standards with informatization technology, and implementing advanced management systems. I believe that promoting the integration of e-government platforms involving logistics may be a shortcut to the standardization of logistics information in line with China's national conditions

in 2005, China's logistics industry will be fully open. International logistics giants are increasing investment in China and bringing international competition to the domestic market. On the one hand, this situation promotes domestic logistics informatization, on the other hand, it also brings new problems to domestic logistics information standardization
